The paper mainly discusses the research project construction process’s quality evaluation system,designs the evaluation index system and evaluation model,and discusses management decision for the evaluation results. Finally,a case verifies the evaluation process and method. The paper starts from research project process management,researches on the project implementation process quality evaluation and decision,finds out the problems in the process and makes timely adjustment in order to ensure the project to achieve the desired goal.
