In the perspective of the vertical integration of operational process in emergency management, the emergency materials can be classified into response materials and recovery materials. According to the characteristic that the demand for the recovery materials depends on the stock shortage of the response ma- terials, an inter-temporal integrated single-period inventory model for solving optimal order quantity is proposed. In the light of the classification of the dependent relationship of the two kinds of materials-certain and stochastic, the research analyses the analytic properties of the model. And based on the analysis, an analytic-based simulation algorithm is introduced. Finally, a numerical example is given and the result demonstrates that the consideration of the stochastic part of the dependent relationship is of significant importance.
