英文摘要：

The content and characteristics of the human capital have been established and extension with historical develop-ment. This paper reviews definitions of “human capital theory” by Chinese and foreign scholars. Analysis of the development of human capital theory and the concept expansion, and the role of the human capital theory to human resource development theory and practice. It is argued in the article that HRD scholars and practitioners should explore further the link between hu-man capital, HRD and development at individual, organizational, community and international levels.
