The paper identifies the determinants of scientists＇ influence in ST decision making.Taking 863 Program as an example,the causes behind the change of scientists＇ influence level in Chinese ST decision making are explored.It is suggested that a good ST decision making mechanism should match the demand and supply of knowledge,reflect necessary values,build value consensus,and empower the participants with necessary knowledge and mainstream values.
