清代在新疆设置管辖天山南北的总统伊犁等处将军（简称伊犁将军），在统治新疆150年间实行了屯垦戍边的基本方略。文章通过国内关于清政府和清代伊犁将军屯垦戍边方略对新疆生态民生建设的研究综述，用哲学原理和方法论分析新疆生态民生建设的研究综述；在屯垦戍边、屯垦实边期间对新疆民生建设、生态建设的影响；对国内关于清政府和清代伊犁将军屯垦戍边方略对当代新疆生态民生科学实践的借鉴意义等方面的研究状况进行了概述。
英文摘要：
The Qing Dynasty set generals governing Yili around the areas of Tian-shan Mountain and implemented the basic strategy of exploiting the virgin land along the border by troops. This paper,based on the research review of the strate-gy of exploiting the virgin land along the border by troops in Yili by Qing Dynasty on the influence on the construction of ecological livelihoods in Xinjiang during the time of 150 years,analyzes the research review of the ecological livelihood in Xinjiang,and the influences on the construction of the livelihoods in Xinjiang and of ecology by means of principles of phi-losophy and methodology,and makes a summarization of domestic researches on the above.
