Based on the forefront of international trade theory - Melitz heterogeneous enterprise theory and Chinese industrial enterprise micro - data base,an empirical analysis on the factors affecting exports of Huanggang City with the censored regression model. The result shows that“productivity paradox”situation hasn’t come to Huanggang City. The reality that the development of foreign trade lags also breeds opportunities. Successes and failures experi-ences of the developed eastern coastal regions can give warnings to the development of Huanggang City. While con-tinues to monitor developments,the city authority should pays close attentions to innovative enterprises,strengthens internal integration,build the business environment and introduces more various talents to promote the healthy de-velopment of foreign trade.
