On the basis of situation and problems＇ analysis, the paper gives five issues to analyze the important role of S＆T innovation on the realizing the high--quality employment. It presents the the main topics, ideas and main tasks of the S＆T to prompt the high--quality employment, and puts forward some policy recommendations from the aspects of improving the labor--absorption technologyI cultivating small and medium technology--based enterprises, the development of S＆T service industry, the increasing of human capital and releasing of S＆T human capital bonus.
