With the new round of S＆T revolution and industrial transformation, S＆T innovation plays an important role in increasing employment, creating high quality employment and promoting the public entrepreneurship. Based on the analysis for the situation and challenges of the employment, the paper generalized the new tendencies and characteristics which brought by the new round of S＆T revolution and industrial transformation. It presents the guiding ideology and strategic path of opening the new space of employment through S＆T innovation, and policy suggestions from the aspects of improving the technology, capital and labor market, strengthening the R＆D and promoting of the labor-absorbing advanced technology, promoting the construction of infrastructure and S＆T park, perfecting the inclusive innovation and entrepreneurial policy system.
