Based on the types and status analysis, the paper generalized the new initiatives of American federal financial support to the new R＆D institutions . Aiming at the problems in these areas in our country, through the American experience for reference, it put forward policy Suggestions from four aspects： the stability of support, clear function orientation and the sponsor system, expand the revolutionary and disruptive technology R＆D support channels and mechanism, and enhance the level of scientific project management.
