从信息地理学研究视角，尝试建立环渤海区域信息化合作的模式与框架。分析环渤海区域信息化合作的内在需求与特征，从政府间、企业间以及政府、企业与研究机构3个信息化合作层面揭示环渤海区域信息化合作的模式，提出环渤海区域信息化合作由筹划组织、重点推进和全方位合作3个阶段构成；在此基础上建立～个包括各阶段运作主体、合作内容、组织平台和信息平台的框架体系，提出促进环渤海区域信息化合作的建议。

英文摘要：

Regional informatization cooperation is a main component of regional cooperation and the premise of realizing regional cooperation. The unification regional economy in surrounding area of Bohai Sea needs the support of informatization cooperation. Accordingly, the models and framework of informatization cooperation become important. In this paper, the models and framework of regional informatization cooperation in surrounding area of Bohai Sea are attempted to establish, which are to be used as the reference for cooperation. This paper has analyzed the intrinsic demand and the characteristic of regional informatization cooperation in surrounding area of Bohai Sea and pointed out that the development of this region has the urgent demand to the informatization cooperation, and the informatization cooperation may accelerate the social economy development, also may promote the harmonious society construction in surrounding area of Bohai Sea It has also promulgated the informatization cooperation pattern in surrounding area of Bohai Sea from three informatization cooperation levels, such as inter--government, inner --government,enterprise--to--research institution and enterprise--to--enterprise. And the cooperation proposed is constituted by 3 stages including the preparation organization, the key advancement and omni--directional cooperation, and a whole frame system including the main body of operation in various stages, the cooperation contents, the organization platform and the information platform on this foundation has been established. Finally, the paper pro- poses three suggestions which may promote the regional informatization cooperation in surrounding area of Bohai Sea to obtain the actual effect, namely to coordinate the internal relations, to explicit the division of labor about different functional informatization departments, to pay attention to informatization experiences and the independent innovation.
