Objectual interpretation and substitutional interpretation are two approaches to interpre- ting quantifiers in the classical first-order logic, but there have long been controversies over which one is better. The methodology of Logical Actionism distinguishes the realms of language, thought and reality strictly, and explains the inter connection among them from the perspective of action theory. As an analytic tool, this methodology reveals the causes of the previous dilemma, and proposes the new ＂Extension-Reference＂ interpretation, which revises the common presupposition of the two theo- ries and has better interpretive advantages.
