中国环境科学研究院和北京师范大学以及住房和城乡建设部城乡规划管理中心研究总结美国、加拿大、日本、法国、新西兰、德国、俄罗斯、南非、法国、澳大利亚的国家公园等自然保护地建设和管理的成功经验与做法,以期为我国建立国家公园体系与体制提供决策参考。同时,立足我国自然保护地建设管理实际,借鉴国际经验,提出符合我国国情的国家公园体制、法规等的建设性意见。本期国家公园制度创新专栏在回顾背景与展望发状态基础上,通过对以上国家和地区的国家公园管理体制和法律法规的梳理和国别比较,提出建立健全我国国家公园体制的思考与建议,以期为我国建立健全国家公园体制推进生态文明建设提供决策参考。

Chinese Research Academy of Environmental Sciences, Beijing Normal University and Urban-rural Planning Management Center of Ministry of Housing and Urban-rural Development summarize the successful experiences and practices of national park and other natural reserve construction and management including the United States,Canada,Japan,France,New Zealand,France,Germany,Russia,South Africa,Australia,put forward the thinking and suggestions to establish and perfect national park system for its healthy development in our country. This National Park System Innovation Column in this issue puts forward the establishing and perfecting our national park system thinking and suggestions,on the basis of reviewing background and outlook in our country,by national comparison on the above countries and regions successful experiences and practices in national park management system, laws and regulations, so as to provide decision-making reference for establishing and improving the national park system to promote construction of ecological civilization.
