[目的/意义]国家科技报告服务系统(NSTRS)自2014年3月网络开通以来,面向用户服务的科技报告数量不断增加,但同时也面临科技报告资源质量持续提升的压力。[方法/过程]结合科技报告对外服务两种方式(科技报告的元数据信息、科技报告全文)设计两份调查问卷,即:“国家科技报告服务系统(NSTRS)资源质量”和“面向用户的科技报告元数据质量”,以便调查分析NSTRS资源质量的现状。[结果/结论]通过调查发现:现有科技报告资源质量有待提升,NSTRS服务模式存在优化可能,科技报告元数据基本能满足用户需求,但是用户满意度不太理想。最后提出几点建议:NSTRS需要以用户需求为导向,加强科技报告撰写过程管理,管理需要围绕用户需求进行,NSTRS服务模式可以优化。
[ Purpose/Significance ] Following the successful construction of " National Scientific and Technical Reports System" (NSTRs) project in 2014, the quantity and quality issues of scientific and technical report for user service are increasing, such as the low full text open rate and the resource utilization rate, the standard is not regulation and uniform, and so on. [ Method/Process ] This paper designs two questionnaires with the combination of service model of S&T in two ways ( metadata information or full text of scientific and technical report) that are "Resource quality in NSTRS" and "Metadata quality of scientific and technical report for user service", analyzes the current situation of NSTRS resources quality through a questionnaire survey. [ Result/Conclusion] Through the investigation, it is found that some quality problems such as the resource quality of scientific and technical report should be improved, and the service model of NSTRS is likely to be optimized, and though the user's satisfaction is not ideal, the metadata of scientific and technical report can basi- cally meet the needs of users. On this basis, the paper puts forward some quality improvement strategy for scientific and technical report in- formation resources construction, for example, NSTRS needs to be oriented to the demands of user, strengthening the process management of scientific and technical report, and innovating NSTRS service mode, etc.
