客观存在的评估结果偏差影响了政府绩效评估目标与功能的实现,评估指标、评估主体、评估方法和评估程序是偏差的来源。在分析政府绩效评估结果偏差产生的逻辑和类型的基础上,以评估过程控制为视角,构建了测量政府绩效评估结果偏差的二次评估框架,并由此提出了偏差指数的概念,以期修正政府绩效评估的结果,提升政府的公信力。
The deviation of government performance evaluation in existence has negatively impacted the objectives and realization of the function of government performance evaluation. Evaluation index, evaluation object, evaluation method and evaluation procedure are all factors causing deviation. Based on the analysis of the types of deviation and the reasons for their formation, we set up a framework for a secondary assessment of the government performance evaluation results, whereupon the deviation index is introduced in order to correct the government performance evaluation results and improve the credibility of the Government.
