政府绩效评估源于地方政府的探索,在取得巨大进步的同时也开始暴露出评估结果难以真实反映政府绩效的问题。从评估的逻辑来看,政府绩效评估结果出现偏差的根源是公共价值的缺失。本文基于以公共价值为基础的政府治理模型(PV-GPG),系统梳理了政府绩效评估结果偏差产生的根源和生成机理,并提出了相应的矫正思路,以期提高政府绩效评估结果的公正性和科学性,从而持续改进政府绩效。
Government performance evaluation practice in China comes from exploring the local government has made great pro- gress in the beginning, while also exposing the assessment results truly reflect the difficult problem of government performance.
