政府绩效评估的直接后果是评估结果对政府真实绩效一定程度的替代,由此产生的问题是它能在多大程度上实现替代,评估结果的偏差正是对此的衡量标尺。本文试图从评估主体责任的视角来分析如何矫正地方政府绩效评估结果偏差。构建有效的政府绩效评估责任管理机制是矫正评估结果偏差的重要途径,强化评估参与主体的责任则是政府绩效评估责任管理机制的核心。
The direct consequence of the government performance evaluation is an alternative to the real performance of the government to a certain extent. However, the effect of the alternative needs further research. Then the devia- tion of the results is a standard for it. This paper attempts to analyze how to modify the deviation of the results from the perspective of the subject responsibilities. Building effective responsibility management mechanism of the government performance evaluation is an important method to modify the deviation, and strengthening the responsibility is the core of the management mechanism.
