政府绩效评估结果偏差的存在使得"持续性改进绩效"困难重重,危及政府绩效评估自身的合法性和公信力。从系统建构的分析视角出发,对政府绩效评估系统与绩效评估环境的互动关系及其构成要素进行分析,在此基础上构建了政府绩效评估结果偏差生成机理的理论框架,界定了评估结果偏差生成机理的三个层次,以期厘清绩效评估结果偏差产生的一种动态机制,最终为提出偏差的矫正对策提供依据和参考。
Deviation of government performance evaluation makes it hard to achieve"sustainable improved performance"and threatens the legitimacy and credibility of government performance evaluation. From the perspective of systematic analysis, the interaction and its components between government performance evaluation system and its environment are analyzed, based on which the theoretical framework of the deviation generating mechanism of government performance evaluation is deduced. Three levels are identified with the deviation generating mechanism, which is expected to help clarify the dynamic process of the generation of deviation and finally provides a basis and reference for the correction of deviation.
