创意产业的发展需要有利的城市外部环境作为支撑，而城市为创意产业提供了最基本的投入。通过对创意产业支撑环境单要素、多要素作用机理的分析，在此基础上提出创意产业的发展受城市基础环境、城市产业环境及城市制度环境三大支撑要素的影响和制约。提出了创意产业支撑环境的评价指标体系，并运用TOPSIS理论构建了相应的城市创意产业支撑环境评价模型。为城市抓住创意产业发展机遇，推动产业升级提供科学依据。
英文摘要：
The development of creative industries need a favorable external environment, cities provide the most basic inputs for creative industries. Through analyzing the mechanism of single factor and multifaetor on creative industries supporting environment,we propose that the development of urban creative industries is affected by three supporting factors such as urban base environment, urban industry environment and urban institutional environment. This paper proposes an valuation index system of creative industries supporting environment, and constructs an evaluation model with TOPSIS theory. It provides a scientific evidence for urban to grasp the opportunities to develop creative industries and promote upgrading of the industries.
