Compared with other same scaled cities, the capital economic circle of small and medium-sized urban agglomeration and industrial functions are low, lack of absorbing employment, the public service function is not complete. This paper makes scientific measures and categories of the small and medium-sized city functions in the capital economic circle in 2006-2012 from the aspects of population agglomeration, industry development, absorbing employment and public service. Results show that in 2006 and 2012, the city function level is under the average take respectively 56% and 65.2% of the total number of cities; urban functions depend on the expansion of the megacities of ascension; from the perspective of small and medium-sized cities, we should expand the area of the county in capital economic circle.
