根据SBM模型测算出的效率值将我国29个省市划分为四个梯队和一个异常组,并通过对每个决策单元的Malmquist指数进行分解,进一步分析和评价了我国不同地区的科技创新资源配置效率。结果表明:我国整体科技创新资源配置效率低下,但有缓慢提升趋势;区域科技创新资源的配置效率与地区经济发展水平有关,呈现出明显的两极分化的趋势;相较于知识创新成果,经济产出有很大的不足。最后针对此现状提出优化科技创新资源配置效率的对策建议。
This paper, based on the technical efficiency calculated by out- oriented SBM model, devides the 29 provinces and cities into four tiers and one unusual group, and through the decomposition of each DMU's Malmquist index, further analyzes and evaluates the allocation efficiency of scientific and technological innovation resources in different parts of China. Three conclusions are drawn as follows. First, Chinese overall allocation efficiency of scientific and technological innovation resources is not high, but has a slow ascending trend. Second, there is a relation between allocation efficiency of scientific and technological innovation resources and regional economic development level. Last, campared with the output of knowl- edge innovation, economic output is very inadequate. According to current situation of the above, this paper puts forwards some countermeasures to optimize the resources distribution of scientific and technological innovation.
