There is a serious unbalance for the finance ecology in the eastern, central and western part of China. No matter in finance deepening extent and resource allocation efficiency, or in the respect of finance system innovation, finance ecology in the eastern part of China is clearly better than that in the central and western part. Seen from Institutional Economics, regional finance difference is determined by such institution environment as the fixed economic regime, law and provision, etc. The following measures should be taken to solve regional finance unbalance problems： a scientific finance ecology view should be held in the central and western part; great efforts should be made in policy to support the finance development of the central and western part; institution environment in the central and westerm part should be improved; a healthy finance ecology accommodating system should be formed.
