With the development of economic globalization, cluster has become the important force in competition of regional economy. With its integrated edge, financial enterprise cluster, the foremost field of modern financial industrial theory, becomes the focus in theory and practice. This paper, based on the description of such phenomenon in the world, makes a literature review on the causes of the agglomeration of financial enterprise and the development of IFCs, analyzes the formation of financial enterprises cluster from the perspective of financial evolution, and explains the phenomenon from a new angle.
