Based on the analysis of essentiality and significance that local government should be active during the development of strategic industries. Because of the need to response to market failure, commitment to strategic mission, construction of regional innovation system, taking advantage of opportunity window, the authors argue that the local governments should take more active roles. And the authors propose suggestions that include solicit- ing the support of central government, fostering the local big enterprises, helping to build industrial ecosystem, pro- moting to the establishment of non-profitable industry research labs, leading consumption, which will give the bene- ficial reference to policy formation from the local governments.
