英文摘要：

Based on DEA-BCC model,a multi-index analysis system is constructed to evaluate the comprehensive agricultural development level of 20 cities of Huaihai Economic Zone from the year 2002 to 2012,and the problems of agricultural input and output are analyzed.The results show that the overall level of comprehensive agricultural efficiency is low and agricultural technology is still the main factor restricting development of agriculture.From regional differences,the pattern of agricultural development that high in east and low in west did not change,the regional differences of the agricultural efficiency polarize obviously and the regional differences comprehensive efficiency of agriculture are widening.From the specific situation of agriculture production,regional municipalities have widespread problems that production factors input redundancy,benefit output deficiency and low utilization efficiency.
