Compared with private sector, the public sector faces more complex external environment. The strategic orientation of public sector should change with changes in external environment. The Luqiao district has a long commercial tradition, but now its development runs into the bottleneck with changes in market supply and demand, which calls for an industrial upgrading. Accordingly, its urban development faces the strategic transformation. The transformation from an thrill compromised strategy to an over-all planning symbiosis strategy in Luqiao provides the strategy managers with a beneficial enlightenment.
