Public strategy management as the new approach of public administration research should exceed the controversy between the values of efficiency and the public, and set public values as the ultimate goal, which efficiency orientation is only regarded as the necessary tool to reach the objectives. Based on the choice of valuation and drawing on the rational factors from foreign analysis models of public strategy management, the authors build a new analysis model ＂V-PS Model＂.
