本文将政府战略管理中的张力理论引用到政府战略性群体决策组织方式机理研究中,对政府战略性群体决策组织方式中张力的主客体、环境、类型、特征等进行分析。笔者认为政府部门在进行战略性项目群体决策时候,如能依据具体环境情景采用科学的、相匹配的组织方式,对提高政府战略性项目决策的效率、效能有重要的作用。

英文摘要：

This paper makes innovations in integrating strategic tension theory into the study of government strategic projects group decision-making organization mechanism,in which we analyse the main body,object,types,characteristics as well as environment.The paper divides government strategic projects group decision-making strategic issues into six categories through the identification of strategic issues.According to the response degree of stakeholders and projects decision-making pressure,the tension environment is classified into four categories,and each category is analysed in details.The paper argues that if the government can match the appropriate as well as scientific decision-making organization with contingent environment,it will improve efficiency and productivity significantly.
