研究日的:探讨新时期城市土地使用制度的改革思路,满足日益发展的保障性住房建设对土地使用制度的新要求。研究方法:理论分析和实证分析相结合。研究结果:不同保障性住房的土地权属特征及可能产生的影响,提出完善土地使用制度以适应住房保障体系的建议,并以北京市为例进行分析。研究结论:深化城市土地使用制度改革对于保障性住房建设具有重要意义。
The aim of the paper is to discuss the possible reform of urban land use system in order to meet the increased land demand for social housing use. Methods of theoretical and empirical studies are applied. Based on the review of housing system in China, the paper focuses on the characters and the factors of land property right scheme for different kinds of social housing. The results show that the land use and land property transaction system reform is proposed in order to facilitate the social housing development. An empirical study is also conducted in Beijing. The paper concludes that the reform of land use system is necessary and meaningful for the development of social housing in China.
