This paper reviews existing research,compares different types of innovation on the background of industry cluster,constructs the model of fission innovation in view of the metaphor between open innovation process inside industry cluster and characteristics of nuclear fission reaction,describes and analyzes the innovation mechanisms of leading company especially high-tech enterprise and following company.This paper also offers technical and policy measures to ensure the smooth implementation of chain fission innovation.
