This paper presents a theoretical analyzed of＂low income＂ of agriculture, based on the ac- tual situation of agriculture and economic development in Henan province. Then, we insisted that Henan province agricultural development should take to improving agricultural income for developing grain production, as well as specific measures to promote the development of agricultural industrializa- tion, technological progress and institutional innovation.
