20世纪后半叶以来,国家的治理理念与模式发生了深刻变化,愈加重视包括社会组织在内的其他社会主体在社会管理中的地位及责任承担,为社会组织的发展提供了广阔空间与制度动力。制度环境的转变引发了国有企业工会在维权实践上的渐进性转型,使国有企业工会逐渐走出传统的、行政化的工会行为模式,开始注重切实维护职工的经济社会权益。在维权转型的过程中,国有企业工会遭遇了诸多障碍,需要从不同方面寻求突破路径。

The transition of institutional environment triggers a progressive type transformation in safe- guarding legal rights of the state--owned enterprise trade uniorL They begin to pay attention to protecting workers~ social and economic rights and interests and to get rid of the traditional administration pattern and behavior. In the process of transition, they encounter many obstacles and need a breakthrough way from different aspects.
