Under the transition from skewed autonomy to normal autonomy and chaotic autonomy towards orderly autonomy,the role of community youth and nongovernmental leaders should not be ignored.Their training and growth requires certain policy,social and cultural support,which means that they should be given enough space,the approvals from community residents and access to self- fulfillment.And thereby,we wish to bring about the change from natural and geographical ＂community＂to a social and humane ＂community＂,led by the community youth and nongovernmental leaders.
