近年来，国家高新区已成为我国经济发展新的增长点。文章在建立高新区经济效益综合评价指标体系的基础上，提出了一种基于改进BP算法（采用自适应学习率、动量因子等）的经济效益综合评价模型。该方法不仅能够模拟专家对国家高新区经济效益进行综合评价，而且避免了评价过程中的人为失误，利用样本数据进行实证检验的结果表明，采用该方法获得的结果是令人满意的。
英文摘要：
The state high- technology parks have been the new place for China＇s economic growth in recent years. In this paper, on the basis of building evaluation index system of economic returns of state high - technology park, we propase the improved neural networks evaluation model （using the adaptive learning rate, momentum factor）. It can simulate evaluation made by the experts and avoid subjective mistakes. The results from the simulation are satisfied.
