城市内涝灾害严重威胁城市居民生命、财产安全。开展城市内涝灾害居民应急避难兵棋推演研究,可在低成本情况下来推演高风险事件应急预案效果。以兵棋理论、应急避难理论为基础,提出城市内涝灾害居民应急避难兵棋推演与评价方法,并以哈尔滨道里区为研究区进行了实例推演。结果表明：本次兵棋推演结果得分为88.19分,处于良好级别。以兵棋理论推演灾害应急过程,可达到训练应急部门灵活处理应急事件的指挥能力、管理能力与决策能力。

英文摘要：

Urban waterlogging disaster seriously threatens life and property safety of urban residents. Conducting the war game exercise of emergency sheltering of urban residents in waterlogging disaster can deduce emergency scheme effect of high risk events with low cost. Based on the theories of war game and emergency sheltering,we put forward the deducing and evaluation method and conducted case research for the area of Daoli in Harbin. The results show that the score of the war game deduction is88. 19,which is in a better condition. Deduction of the disaster emergency process with war game theory can train the flexible emergency abilities of related departments in commanding,managing and decision making.
