Natural disasters in urban areas usually happen suddenly with serious destruction and difficulties in salvation, bringing about great threats to life safety of the residents and the municipal infrastructure. Based on theories of natural disaster emergency, the study e- laborated the concept and content of urban natural disaster rescue and formulated the conceptual framework and index system. It set up an assessment model for urban disaster emergency rescue and the technique process of the assessment with the help of weighing evaluation method and the analytic hierarchy process, providing the basis for quantitative assessment of urban natural disaster emergency.
