回顾能力管理领域的研究成果,结合我国电子政务服务的应用情况,基于能力理论、IT能力、服务质量管理在电子政务服务能力层次上的关系,从政府内部视角提出电子政务服务能力的层次模型。进一步,运用验证性因子分析、路径分析等方法,对该层次模型及其结构路径关系进行实证研究,探究能力组份之间的影响关系与影响规律。
After a systematic review of the literature in management of capability, and combined with the analysis on the de-velopment of E- government service in China, this paper proposed a hierarchical model of E- government service capabili-ty from the perspective of government(service providers), which was based on the relationships among the capability theory,IT capability, and service quality management. Further, this paper used confirmatory factor analysis, path analysis and oth-er methods to do an empirical study on the model, in order to analyze the relationships and laws among these capability com-ponents.
