[目的/意义]政府数据开放是大数据时代的必然趋势,明确其涉及的利益相关者、价值生成机制有助于政府数据开放更高效地开展。[方法/过程]在梳理政府数据开放研究的基础上,对政府数据开放利益相关者进行了界定与分类;并且用“权力-利益”法分析利益相关者的影响力和利益相关度,进而提出利益相关者的管理策略;接着从不同类型利益相关者的视角,结合价值创造和价值获取理论,探索了政府数据开放价值生成机制。[结果/结论]厘清12个利益相关者,并基于政府组织类、非政府组织类、个人类三类利益相关者,提出九维政府数据开放价值生成机制。
[ Purpose/Significance ] Opening government data is an irresistible trend in big data era. It is of great importance to identify different stakeholders as well as analyze the value generating mechanism of Open Government Data (OGD) to impel the practice of OGD. [ Methods/Process ] We identified and classified the stakeholders of OGD based on the literature review. Besides, we analyzed the stakeholders" level of importance and interest with the "power-interest'' matrix. Then, a method for stakeholder management was proposed. Lastly, from the perspective of stakeholders, we explored the value generating mechanism of OGD with the reference of value creation and value capture theory. [ Results/Condusion] In this paper, we identified 12 different OGD stakeholders and classified them into 3 categories of governmental organization, non-governmental organization and individual, and proposed a 9-dimansion Value Generating Mechanism of OGD.
