New town development is often considered as one of the most ettective planning measures to relocate population away from large cities as well as to optimize urban structure and it was also put forward as one of the six major tasks of Chinese new-type urbanization recently. This paper discusses the issue of new town development in China＇s megacities by taking Shanghai as a case. The paper first reexamines the international experience of new town development, it then analyzes the origin and evolution of new towns in Shanghai and their current situation. Several characteristics of new town development in Shanghai are summarized. In addition, the paper also explores a number of key ideas and important measures in policy making and spatial planning in building new towns for megacities in China.
