The decision-making of cross-realm governance shows noticeable behavioral ecology characteristics.By using evolutionary game model,we carry out dynamic simulation of decision-making behavior and find that the process of cross-realm governance for local governments is that of "trial and error" and that some key parameters determine the evolutionary path of the decision-making as well as the stability of the equilibrium strategies.Study of the "Manganese Triangle" cross-realm environmental governance case has verified the conclusions above.
