英文摘要：

The purpose of this paper is to study the policy evolution and characters of the economical and intensive utilization of industrial land in China, and point out the current weakness and future reform direction. Methods of documentation and normative analysis were employed. Based on the economical and intensive utilization policies of industrial land that formulated by the State Council and Ministry of Land and Resources of the People＇s Republic of China, the process of the policy evolution was divided into four stages since 1978. The paper concludes that the economical and intensive level of industrial land utilization was improved significantly at general level. The measures of administration were continuously ameliorated. However, weakness still existed. It is suggested that to strengthen the innovation in making the policies, explore detailed and differential policies and enhance the legal power of the policies of economical and intensive utilization of industrial land.
