在我国大力化解钢铁业产能过剩和促进转型升级的形势下,提高废钢铁的回收利用率是供给侧改革的必要内容。废钢铁回收组织模式一般有企业自营回收、企业之间联合回收和第三方企业回收模式。对三种回收组织模式的运行机理、特点和实例进行了归纳总结和比较分析。基于循环经济的综合绩效观,构建了废钢铁回收组织模式评价指标体系,运用条件熵和Borda选择法来构建企业废钢铁回收组织模式评价和选择模型。通过算例演示了该评价和选择模型的应用过程。微观上为企业优化选择适宜的废钢铁回收组织模式提供理论参考和应用指导,宏观上有利于通过产业组织形式的合理运用,提高废钢铁的回收利用率。
With vigorously resolving the excess capacity, promoting transformation and upgrading in China’s Iron & Steel industries,improving recovery rate of scrap iron and steel is becoming an important task for the supply side reform. Recycling organization modes of scrap iron and steel include self - recycling in an enterprise, joint - recycling between enterprises, and the recycling through a third party enterprise. This paper summarizes and compares the operating mechanism, characteristics and examples of the above three kinds of recycling organization modes, and builds an evaluation index system of scrap iron and steel recycling and organizing based on the comprehensive performance concept of circular economy. Further-more ,conditional entropy and Borda Method are used to construct the evaluation and selection models of the scrap iron & steel recycling. Finally, in order to provide theoretical references and application guidance for the optimal selection of waste iron and steel recycling mode in an iron and steel enterprise from micro perspective, the application of the evaluation and selection models is demonstrated by a numerical example. It will improve recovery rate of scrap iron and steel through the rational application of industrial organization of three modes.
