采用已有文献提出的大数据创新价值孵化线性过程模型,从导向作用、激励作用、服务作用和加速作用等四个方面入手,分析政府促进大数据产业创新的主要途径和措施。在此基础上,对我国政府激励大数据产业创新提出若干政策启示,包括：（1）实施示范项目;（2）以产业技术路线图引导社会资源;（3）政府优先采用;（4）强化“接力”服务;（5）加快人才培养,确保培养质量;（6）提高科技资源共享水平。

英文摘要：

Using the linear process model of big data innovation value incubation that is put forward in the ex- isting literature, this study analyzes main ways and measures for the government to promote industrial innova- tion of big data from four aspects of guiding role, incentive effect, service role and accelerating effect. On this basis, some policy implications are put forward for the government to encourage the industry innovation of big data, including： （1） implementing the demonstration projects; （2） using industry technology roadmap to guide social resources; （3） being adopted in preference by the government; （4） strengthening the ＂relay＂ ser- vice; （5） speeding up the talent training and ensuring the training quality; （6） improving the sharing level of science and technology resources.
