Applying the case study design, this study analyzes the university science and technology achievement transfor-mation characterized by relay innovation based on a typical case study. On this basis, from the new perspective that uni-versity science and technology achievement transformation is the relay innovation process of ＂ University-Enterprise＂ , this study explores the facilitating mechanism of the university science and technology achievement transformation, consisting of proactively engaging mechanism, interest allocation mechanism, bidirectional cooperative mechanism, information in-teractive mechanism, relay supporting mechanism, value creating mechanism and environment optimization mechanism. To accelerate the university science and technology achievement transformation, the corresponding political implications are brought forward.
