科技服务业是推动经济向中高端水平迈进不可或缺的一环,以提供技术和知识为主要特征的科技服务业已成为当今世界发展最快、最活跃的产业之一。但现阶段我国科技服务业产值不高,在国民经济中占比不高。而集聚发展模式基于高效的组织形式、较低的交易费用及较强的知识溢出效应等优势,可促使科技服务业获得可持续的竞争优势。因而,提高中国科技服务业的集聚度,对推动科技服务业发展,使其在新常态下新的国民经济中发挥重要积极的作用具有重要的意义。同时,明晰和识别中国各地区科技服务业发展集聚态势及影响因素,能为不同区域制定合理的产业政策、有效协同促进区域创新发展提供依据。在详细阐述国内外科技服务业发展现状、特征、趋势的基础上,以国内外相关理论和文献为基础,利用1995-2013年中国各省域科技服务业与经济发展的有关数据,通过空间基尼系数等,利用地理信息系统可视化视角,考察了中国科技服务业空间集聚发展态势;在空间计量模型框架下识别和动态分析了规模经济、科技实力、知识溢出及政府行为等对我国科技服务业集聚发展的影响。科技服务业作为现代服务业发展新业态,在分析集聚发展问题基础上,未来应从制定差别化政策、强化区域间合作、培育高端人才、提升科技水平、加强知识溢出等方面推进中国科技服务业集聚发展。

Clarity and recognition of China's science and technology service industry development in agglomeration situation and influencing factors, for different regions formulating reasonable industrial policy, provides the basis for effective coordination promote regional innovation development. On the basis of theoretical analysis ,the use of Chinese provinces from 1995 to 2012 the domain of science and technology services related to the economic development of the data, through space gini coefficient, etc. , using visualization of geographic information system, investigated the development of Chinese science and technology service industry spatial agglomeration situation; Identification in the framework of spatial econometric model in China's transitional period of economy of scale, technology strength, knowledge spillover and the government behavior in the eastern, central and western science and technology's impact on the development of service industry, the result shows that the government behavior factors most affected, economies of scale, economic development has certain influence, science and technology strength factors,knowledge spillover factors has two sides. Science and technology service industry as a modern service industry development of new formats, from the horizontal support system, the vertical support system,the structural support system put forward China's science and technology service industry development path.
