This paper recurs to DSR model, chooses eight key indexes about carbon trading market from the perspective of driving force and state of urban development, uses 30 provinces＇data of 2005 - 2009, carries out preliminary hierarchical cluster analysis on carbon emission trading market of China. The result shows that China should first construct trans - pro- vincial regional carbon trading market. Construction of carbon market should also be promoted gradually, and establish rep- resentative provinces of the corresponding carbon trading forerunner areas. Coal - fired power industry should be the forthgo- er in China＇s carbon emission trading market.
