The combing and analysis of the related documents about international carbon emission quota and transaction price show that the hot issues of reducing carbon emissions in the current international community are the influencing factors, the formation mechanism and the volatility of the transaction price, among which the price issue is the core content in the carbon emissions trading scheme and the key indicator to the building of the carbon emission market system. To construct a regional carbon market, China should fully consider the influencing factors of carbon emission quota transaction price, preventing price risks; choose reasonable pilot cities and industries; and strengthen the price regulation in the pilot industries.
