采用文献资料法和比较分析法,对近年我国中央及各地方政府制定的体育产业政策进行比较研究,以期为科学地制订我国各地区体育产业战略提供理论指导和实践经验。研究认为：1）我国不同地区对体育产业政策的重视程度不同,经济发达地区更为重视;2）制定体育产业政策的因素与各地所处的客观环境密切相关;3）各地区多借助其资源优势选择特色体育产业;4）地理位置、资源优势和社会经济因素是影响体育产业布局政策的关键因素;5）体育产业政策中常见的政策手段包括行政手段、财政手段、金融手段及法规手段;6）各地区体育产业组织政策及产业技术政策的内容较少,可能阻碍产业政策的综合效用。依据以上分析结果,针对性提出提升我国地区体育产业政策效率的政策建议。

英文摘要：

This paper analyzed different sports industry policies which were made by central government and local government in recent years by the methods of literature review and comparative analysis. We hope it will provide theoretical guidance and practical experience for the coming sports industry strategy designing. Results： 1） Different regions give different emphases on sports industry policy. The developed areas paid more attention on it. 2）The factors of designing sports industry policy have much connection with local circumstances. 3） Local areas always choose special sports industry based on their own resource. 4） Geographical position,resource advantage and social economy are the key factors which will influence sports industry layout policy. 5） The policy tools,used in sports industry,include administrative means,fiscal means,financial tools and regulation tools. 6） Organization policy and technical policy of sports industry are not included in many regions,which will diminish industry policy＇s aggregate utility. Based on above results,this paper gave some suggestions for improving local sports industry policy efficiency.
