This paper is based on the foreign and domestic researchers especial Cheetham and Chivers. Empirical study testifies that the meta-competency model have three dimensions Multiple group confirmatory factor analysis proves that the meta-competency have the character of transferability cross industry and Management layer class. Factor analysis with factor means suggest that the top manager should pay more attention to a thinking ability; the intermediate manager request a higher ability of learning and application, the supervisor should pay more attention to an ego development's ability.
