英文摘要：

This paper makes an empirical analysis on Huaibei＇s economic development data from 2009 to 2015. The study finds that Huaibei is now facing the difficulties of low technology development of agriculture level,loss of coal resource advantage,serious decline in industrial economy,and slow development of non- coal industries. This paper therefore proposes several solutions such as relying on technology innovation and human resources development as the main paths to achieve economic transformation.
