在考虑了人力资本的情况下,采用曼奎斯特指数方法测算了我国1996-2008年东、中、西三个地区的全要素生产率增长率,以此来代表科技进步水平,并进一步将其分解为技术效率进步和技术进步,而技术效率进步和技术进步又分别进一步分解为纯效率技术进步和规模效率技术进步以及中性技术进步和非中性技术进步,并实证分析了它们对中国经济可持续发展的影响。研究结果表明:我国科技进步过程中出现了不平衡的发展,效率进步只对环保型经济具有促进作用,纯效率技术进步对能源节约产生明显负作用,而对环境保护不产生影响。规模效率技术进步和中性技术进步只对环保经济产生正面影响,非中性技术进步只对能源节约型经济产生促进作用。
This paper uses Malmquist index to measure the total factor productivity of the eastern,central and western areas of China from 1996 to 2008 under taking into account the circumstances of human capital,which represents progress level of science and technology,then it is further decomposed into technical efficiency and technological progress,and technical efficiency isfurther divided into pure efficiency,scale technological progress,neutral technological progress and non-neutral technological progress.Finally,it empirically analyzes their effects on the china's economic sustainable development.The results show that: the technological process of China is out of balanced development,and technical efficiency progress only promotes the environmental protection economy,and pure technical progress has significantly negative effects on the energy saving economy,but it has no effect to environment protection.Scale technological progress and neutral technological progress has a positive impact on the environmental protection economy,but non-neutral technological progress only enhances the energy saving economy.
